The eclectic-style building was Amando Cypriano da Cunha’s old residence, built about 1907. With the constant growth of Ponta Grossa in the 20th century, it was necessary to build a secondary educational place to attend the education demands of the city and of the region as well. In February 1927, the Regente Feijó school was built. It was acquired by the state government.

Due to the increasing number of students, the school started to use another building at Barão do Rio Branco Square and the edification at Dr. Colares street. It housed the

Ponta Grossa Teacher Education Institute until 1950. From 1950 to 1984, the place houses the Cesar Pietro Martinez Education Institute.

In 1988 the property was donated to the Ponta Grossa city hall. Since then, the building became the city Culture Center. Art expositions, artistic presentations and cultural activities such as the Cultural Wednesday event are held at Culture Center. The building was protected by COMPAC as Ponta Grossa Cultural Heritage in 2002.

In 2015, the building underwent renovation, sponsored by Ponta Grossa city hall, through the Municipal Culture Foundation. The Avelino Vieira Room is available for use; its auditorium capacity is 176 people; there is an Essenfelder piano on the stage. The João Pilarski Gallery is located on the second floor, and the entrance hall is on the first floor.
